  5.     The collapse of the Soviet threat in Eastern Europe has sent
  6. shock waves through the White House, the Congress and the
  7. Pentagon. Now shock wavelets are about to hit many American
  8. campuses. The Army has disclosed that because it is reducing
  9. its forces and will no longer need as many officers, it will
  10. shut down Reserve Officers Training Corps programs at 50 (out
  11. of 413) colleges and universities by summer of next year. The
  12. closings are expected to save $23 million a year.

  14.     Most of the programs targeted for cancellation commissioned
  15. only a few officers each year. Among them is Westminster
  16. College in Fulton, Mo., where Winston Churchill delivered his
  17. historic Iron Curtain speech in 1946. Since the college had
  18. only seven cadets last year, the shutdown "didn't come as a
  19. complete surprise" to President Harvey Saunders. Still, says
  20. Saunders, "I'm sad to see the tradition go."
